Not giving tax breaks for more than 2 kids. (as proposed in Israel)
Subsidizing birth control (as they do in China), and education.

But taking away food and housing benefits from kids you already have, could be dangerous, in my opinion

I don’t want to take away the housing and food. I wish that the parents who aren’t mentally capable of raising children would go for help, and the way to do that is by forcing them to go through housing and food.
